Sheila is a healthcare professional with over 33 years of executive leadership experience with solid knowledge of health care operations & comprehensive nursing care procedures. She has a strong reputation as a self-directed, goal-driven professional with superior problem solving, communication, & management skills & is successful in managing time, prioritizing tasks, & organizing projects to improve the quality of patient care & effective operations. Sheila has a devout commitment to regulatory issues to ensure quality of care can be provided to all clients in need regardless of age, race, gender, etc. & has a firm belief that information provided to legislative members can & do make a difference.

 Sheila is active with both NAHC & the HCAOA & serves on a host of committees within both organizations.  She has participated as a Quality Reviewer of Publications for Home Care University in Washington, DC, as well as successfully speaks at many health care conferences annually.  Sheila has served on the NAHC Strategic Planning Committee; PDHCA Advisory Board; HCAOA Medical Advisory Board, TAHC&H Government Affairs Committee, Private Pay Committee Chair, Clinical Practice Committee, & Community Care Services Committee; Membership Committee; Annual Conference Committee; and has served as the TAHC&H PAS Board Member for the past 2 years.

 She received her Degree in Business with an emphasis on Health Care Administration from Texas Tech University -Lubbock, became a Certified Home & Hospice Care Executive in 1998, and received OASIS Certification in 2013 (present).

Sheila was the recipient of the Texas Businessman of the Year in 2003 & was nominated for the Better Business Bureau Torch Award, as well as twice nominated for Board of Commerce & Industry Small Business Person of the Year. 

Statement of Interest/Ability to Serve:   First and most importantly, I am passionate about the industry.  I want to continue to advocate and make an impact on the home care and home health business industry.  Further, I enjoy networking and interacting with colleagues and leaders across industries and government.  I currently hold a leadership position where I have similar responsibilities in my organization. I plan to bring this experience and build on it as a board member for the organization.

Joni Smith, RN, BSN, CHPNJoni Smith, RN, BSN, CHPN

Vice President & Director of Clinical Services, Amity Hospice

Joni’s career includes serving in an ICU/ ER at St. Lukes/Texas Heart Institute Criticare, Director of Clinical Services for McKinney, and Clinical Supervisor for Senior Select Home Health.  Joni currently serves on the TAHC&H Board of Directors representing Hospice.  She received her BSN from the University of Texas at Austin.  She is a Certified Hospice and Palliative Care Certified as well as a Certified Hospice Case Manager.

Joni currently serves on the TAHC&H Board of Directors representing Hospice.  She received her BSN from the University of Texas at Austin and volunteers for the American Cancer Society Relay for Life where she received the Volunteer of the Year award.  Joni participates at TAHC&H Lobby Day as well as the Texas Delegate to Celebration on the Hill/Grassroots Advocacy. She has actively participated in the legislation process advocating to have a recognized Hospice & Palliative Care Day in the state of Texas. She is actively involved in her state organization TAHC&H and NAHC.

Statement of Interest/Ability to Serve:   I have a passion for providing end of life care to those suffering and families supporting those with a terminal illness and strong advocate for those wanting to receive care wherever they call home.  I am a strong advocate for the care of those outside the acute care setting with a desire to provide excellence and further the case for support in Home Health & Hospice. I have a passion for providing end of life care to those suffering and families supporting those with a terminal illness. With the desire and passion to serve to further the cause I feel I could continue to provide a voice to drive further support for all home care agency service lines yielding increase support for our practice. Together we can make home care the premier service to our country.


Vicki Niedermayer, MSVicki Niedermayer, MS

CEO, Helping Restore Ability

Since 2001, Vicki has been the CEO of Helping Restore Ability, a large independent non-profit organization providing PAS, Licensed Home Health, and CDS services to low-income Texans with disabling conditions. The agency contracts with all of the MCOs from their office in Arlington, Texas serving clients throughout the entire state.  She is a Licensed and Board-Certified Behavior Analyst (BCBA) and has worked at MHMR of Tarrant County for 17 years as the Behavior Therapy Director as well as the Crisis Team Coordinator for people with IDD.

In addition to her role at HRA, she has served on a variety of federal, state and local advisory boards, including serving on MCO advisory boards, the Texas Nonprofit Council, Vistage Worldwide CEO Network, Special Transit Authority, Notre Dame's LEO research team, the Dallas Cowboys ADA Accessibility Advisory Council, the Texas Rangers Ballpark Advisory Council, DFW Airport Advisory Council, Federal Grant Reviewer for NIDILRR, and selected by Vistage International to serve on the Nonprofit Network Advisory Board.

Vicki has been a member of TAHC&H since 2004 and served as chair of the Community Care Committee and has also served on the Government Affairs Committee.  She was a TAHC&H Board Member from 2014 through 2018 and has also presented at TAHC&H conferences. 

Vicki has been awarded the Greater Arlington Chamber of Commerce Women's Hero Award; the Top 3 Nonprofits of the Year - Dallas Center for Nonprofit Management; the Aggie 100 Award winner; the Outstanding Nonprofit of the Year by Arlington Chamber of Commerce; and the Legacy Woman of the Year award by HHSC

Statement of Interest/Ability to Serve:   I have been very active legislatively and have developed strong relationships with legislators who have supported our industry and that have stepped up to advocate for us each legislative session. With decades of experience, I have seen what works and what doesn't work to stay alive in this business, and to fight to continue to do the life-changing work that we all do. It would be a privilege to utilize my many years of experience on behalf of those who need us most.


Dennis HosleyDennis Hosley

Chief Mergers & Acquisition Officer, Pediatric Home Healthcare, LLC

As the Chief Mergers & Acquisitions Officer Dennis oversees, plans, and directs all aspects of Pediatric Home Healthcare, LLC efforts to achieve growth through mergers, acquisitions, and divestitures. He identifies, analyzes, and determines feasibility of mergers and evaluates their potential impact on the organizations growth and profitability.  Dennis participates in merger and As Pediatric Home  Healthcare’s Chief Operating Officer, he is responsible for governance and organizational management with responsibilities that include finance, facilities, information technologies, customer service, human resources, legal compliance and security. Dennis also oversees corporate operations and is responsible for the maintenance and training of employees on the internal information technology that supports the scheduling, billing, payroll and clinical documentation company wide. He is responsible for financial reporting, budgeting, developing policies and procedures, implementing cost control measures and is a part of the Senior Leadership Team that procures organizational banking relationships and cash management. Dennis has strong analytic and planning skills and is a productive and efficient manager with the ability to motivate those that report to him.

Previous work experience includes extensive business knowledge coupled with creative ideas for product applications, strong sales, marketing and operational understanding  acquisition negotiations.  Dennis has served as Chair and vice chair of Pediatric Committees as well as serving on TAHC&H Board of Director in the Licensed Home Health auspice.


Statement of Interest/Ability to Serve:  With over 18 years of experience in governance and organizational management, I have had the privilege of overseeing various critical functions, including finance, facilities, information technologies, customer service, human resources, legal compliance, and security. These diverse responsibilities have given me a comprehensive understanding of the intricacies involved in running a successful organization within the healthcare sector.

One of my primary areas of expertise lies in financial management and reporting. I have been entrusted with the critical task of handling financial reporting, budgeting, and implementing cost control measures at Pediatric Home Healthcare. I understand the significance of maintaining a robust financial structure that ensures stability and growth while adhering to the highest standards of transparency and accountability.

In my role as a part of the Senior Leadership Team, I have been directly involved in procuring organizational banking relationships and managing cash flows. I take great pride in my strong analytical and planning skills, which have enabled me to make informed decisions that contribute to the long-term success of our organization.

Furthermore, I strongly believe in the power of motivation and fostering a collaborative work environment. As an efficient manager, I have a track record of inspiring and encouraging my team members to perform at their best, fostering a culture of dedication, innovation, and excellence.  It is my firm belief that the role of Treasurer is of paramount importance to any organization. I am committed to leveraging my qualifications and expertise to ensure the financial health and sustainability of the Texas Association of Home Care and Hospice. With a strategic and prudent approach, I will work tirelessly to develop and implement sound financial policies, promote fiscal responsibility, and explore avenues for growth and resource optimization.

In conclusion, I am passionate about our association's mission, and I believe that my qualifications align perfectly with the requirements of the Treasurer position. It would be an honor to serve in this capacity, and I am excited about the prospect of contributing to the continued success and advancement of the Texas Association of Home Care and Hospice.

Since 2008, Brandis has worked in the home care and hospice industry developing a market in Austin and surrounding counties.  She has developed improvements in quality care with specialized staff trained to provide the best treatments for clients.  She has provided a steady increase in Market Share and establish Business Development solutions for our sales team adhering to the regulations set by the Department of Aging and Disability Services, Medicare and other Government Agencies, to provide a zero deficiency agency.   This improved in the quality care with specialized staff trained to provide the best treatments for our clients.  This provided a steady increase in Market Share to establish Business Development solutions for our sales team. -Adhering to the regulations set by The Department of Aging and Disability Services, Medicare and other Government Agencies, to provide a zero-deficiency agency.

In addition to her role as President of the PAC committee, Brandis has served on the Board of Directors with the Texas Association of Home Care and Hospice. She previously served as Chair for the Medicare Home Health and Hospice Committee and is actively involved in lobbying efforts at both the state and federal levels, seizing every opportunity to advocate for our industry.

Brandis received her LVN and her BA in Healthcare Management from Texas State University.  She is currently a MBA candidate at Texas A&M Corpus Christi University. She received her CHPO through CHAP accreditation agency.

Statement of Interest/Ability to Serve:   As a leader, my approach emphasizes the value of people and a servant-like attitude. I believe in involving every team member in the necessary changes to achieve positive outcomes for our clients. By actively responding to their needs and supporting their success, we can foster team member retention. 
My primary objective is to raise awareness about the increasing and continuous demand for high-quality care in the comfort of one's home.


Katie NaranjoKatie Naranjo

CEO, A Pineywoods Home Health Care, Inc.

Katie is the CEO of A Pineywoods Home Health Care, Inc., in Lufkin, a group of organizations serving over 2,000 patients throughout central and east Texas.  She has served as Chair of the Government Affairs Committee and as President of the Political Action Council and is a PAC contributor at the Silver level.  Katie has also served on the Medicare Committee, Nominating Committee and the Community Care Services Committee.  She is also the recipient of the TAHC&H Chairperson of the Year Award in 2019.   Katie serves on the Austin Community Board at Planned Parenthood of Greater Texas, and is a Board Trustee of the Naranjo Museum of Natural History.  She received her Masters in Public Affairs from the LBJ School at the University of Texas in 2017, and received a Bachelors of Arts in Government in 2009 and a Bachelors of Science in Public Relations in 2009.


Statement of Interest/Ability to Serve:   I’m interested in running for PAS because our agencies face an extraordinary time with workforce issues, insufficient rates, and need for support at the state legislature. I offer my previous experiences on government affairs and in support of PAS agencies to this position on the board.


Sharon Bonner GoolsbySharon Bonner Goolsby

Administrator/Co-Owner, First in Pediatrics Home Health Care, Inc.

In 1994, Sharon entered the pediatric home health industry.  She has been a co-owner of a pediatric agency since 2004 and has been on a work group that helped develop CHIPS, even though the final product was not what we designed.  When personal assistance services was introduced for pediatrics, her agency was one of the original participants.  Prior to home health, she worked in administration in hospitals and group clinic management.


Sharon has been a member of the Texas Association of Home Care & Hospice since 2004.  She has served as a Board Member for the Historic Jefferson Foundation; the Jefferson Tourism & Visitors' Bureau; as Member & Secretary for Friends of Jefferson Animals; and as the Treasurer/Finance Chairman for the First Baptist Church of Jefferson.


She has served on the TAHC&H Pediatric Committee; Government Affairs Committee; and Community Care Committee.  Sharon has represented the Pediatric Auspice on the TAHC&H Board of Directors from 2021-2023.  She received her B.A.S. from the East Texas Baptist University and her Certificate of Ministry from East Texas Baptist University.


Statement of Interest/Ability to Serve:   For the past two years, I have been a Board member representing the pediatric agencies.  During that time, I have seen how effective TAHC&H has been in dealing with regulatory and issues concerning all areas of home health in Texas.  These last two years have been very challenging for coming through the pandemic and getting back into some element of normalcy.  This Board has been very effective in getting things done, and I feel very fortunate and proud to have been a part of it.  As there are more challenging issues on the horizon with the expansion of EVV, HHS updating licensing rules, and CMS bringing regulations as to how we pay our staff with Medicaid dollars, I would be honored to be selected to continue another two-year term to help assist the pediatric agencies and agencies in general with these new regulations.


Bill CarlsonBill Carlson

President/CFO/past Administrator IMS Home Health & Hospice, Inc.

Bill has served 5 plus years as President/CFO for IMS Hospice Care and at this time has served on several TAHC&H committees and has served as a member of Government Affairs Committee, the Medicare/Medicaid Committee, the Membership & Public Affairs Committee, and the Annual Meeting Committee.  Bill has also served on the TAHCH Board of Directors and as the association Treasurer.


He also services a Board Member for the City of Edinburg, President of Friends of Ebony a 501c3 and a Member of Edinburg Rotary Club.  Bill is a graduate of UT PanAm with a Degree in Business Administration.

Jerre van den BentJerre van den Bent, PT


Jerre has been in the homecare industry since 1993. He founded THERAPY 2000 in the basement of his home in the year 2000. T2K grew from a tiny mom-and-pop to a leading Statewide provider employing over 800 Texans and serving over 7000 children. Jerre has a unique perspective having 20 + years of volunteering for TAHC&H; the Texas Physical Therapy Association and the American Physical Therapy Association.

Jerre has served as the President of TAHC&H PAC and served on the Pediatric, Membership, Annual Conference, and Government Affairs Committees.  Jerre currently serves on the TAH&H Board of Directors in the Owner Auspice.

Jerre has received the Presidential Award from Texas Physical Therapy Association, and the Advanced Leadership Certificate American Physical Therapy Association.

Statement of Interest/Ability to Serve:  I bring a unique perspective as a business owner who started literally from scratch from my basement. I face challenges and opportunities daily that my peer owners are faced with. I am passionate about serving on the board to help strengthen our association and our industry.
